According to the report, Berkeley’s overall unhoused population decreased by 20% and the number of unsheltered individuals declined by 45% since the 2022 Point In Time, or PIT, Count. Berkeley also saw an increase in its sheltered unhoused population by 57% over the last two years. The PIT Count is a federally mandated assessment for communities receiving funding from the U.S. Department of Housing and Urban Development’s houselessness assistance programs. Every two years, volunteers count the number of individuals experiencing houselessness in one night within a city to provide a “snapshot” of houselessness in the area.
