That means the leases will expire — and the disastrous project is dead in the water. Had it been approved, the Liberty project would have been the first oil development project fully within federal waters in the Arctic Ocean — creating massive risk for the Arctic ecosystem and the species that live there like bowhead whales, polar bears, and ice seals.
