The city of Portland has approved a controversial land-use credential for Zenith Energy – a key step in the fuel company’s continued operations along the Willamette River.
The approval on Monday morning comes despite an 11th-hour resolution filed by two council members Friday evening that sought to pressure the city’s administrative staff to delay Zenith’s approval.
The Oregon Department of Environmental Quality had set a Tuesday deadline for Zenith to obtain a new land-use compatibility statement from the city. The company needs the approval to apply for a new state air quality permit, which would allow it to continue operations in the city.
