With freezing cold rain and a chance of snow predicted for Tuesday night, cold weather shelters will open in Multnomah, Clackamas and Washington counties. This is the first time overnight warming shelters will open in Multnomah County this year, despite a cold snap in early January and cold rain Monday night. County officials announced Tuesday that they plan to open three shelters that can serve up to 240 people.
