Amid the increased security, Luciano described a feeling of "calm tension" throughout the complex, which reflects how many residents describe the peace they feel outside since the country’s notorious gang members were locked up, but under a system in which human rights advocates say the state detains people without evidence.
Last week, the Trump administration said El Salvador's President Nayib Bukele offered to accept and incarcerate deportees from the U.S., including criminals with American citizenship currently imprisoned in the U.S.
