On Feb. 25, the Berkeley City Council Public Safety Committee met to discuss recommendations by the Police Accountability Board as part of their investigation of Berkeley Police Department texting offenses in 2022. The messages included references to unofficial arrest quotas and language with racist and anti-unhoused sentiment. These messages have since been authenticated by an independent investigation, according to BPD Chief Jennifer Louis.
