Royce Daniels got a job offer as an easement specialist with the U.S. Department of Agriculture last October. About a month later, he was packing up and moving from Houston to Eugene. But at 7:30 p.m. on Feb. 13, he said, he received a termination notice for his job with the Natural Resources Conservation Service.
