Denver's first black city councilperson, Elvin Caldwell, grew up in the Five Points Neighborhood and was elected in 1955 to Denver City Council. Caldwell is remembered for working tirelessly to eradicate Jim Crow laws and dismantle institutionalized discrimination as well as providing leadership to bring about funding for the Skyline Urban Renewal Project and the Denver General Hospital facility, both of which benefited Denver’s black neighborhoods.
