Unprecedented numbers of marine mammals, including sea lions and dolphins, are dying on the beaches of L.A. County. Experts suspect this has to do with runoff from the recent wildfires. However, cuts to the National Oceanic and Atmospheric Administration (NOAA), which oversees and funds most research into ocean health, are preventing experts from finding out why.
