The Public Safety Facility in downtown Minneapolis is a squat, brutalist building butted up against the light-rail tracks and tucked in the shadows of Minneapolis City Hall and the Hennepin County Government Center.� Every person arrested in Hennepin County is brought into a loading bay where law enforcement vehicles constantly enter, idle and exit. Last year, the Sheriff’s Office processed 25,296 people through the jail.��For every felony arrest, a rotating team inside the Hennepin County Attorney’s Office takes police reports and has 48 hours to file criminal charges. “It’s a grab bag because you don’t know what is going to come in,” said Chris Freeman, the managing Hennepin County attorney for community prosecution. “Some weeks are very slow.
