Noel Vargas, 29, is wanted by Philadelphia Police on two counts of indecent assault, simple assault and harassment charges for two separate incidents in the city's #Fishtown neighborhood, police said on Wednesday. The first incident occurred when a woman was placing her son in the back seat of her car when a man, allegedly Vargas, pinched her buttocks, police said. Days later, a teenage girl said a man believed to be Vargas approached her and grabbed her from behind in a "bear hug."
