Phillip officially stepped into the role on April 7, succeeding Deborah Arteaga, who retired after nine impactful years of leadership. With more than 20 years of experience in human services and community health, Phillip brings both expertise and heart to the job. He’s held executive roles including Interim CEO and COO of Central Arizona Shelter Services (CASS) and COO of the Arizona Alliance for Community Health Centers.
