Carlee Russell called Hoover Police in July 2023 about a toddler walking along Interstate 459. When officers arrived, Russell was nowhere to be found, and there was no sign of a toddler. Russell returned safely two days later. She pleaded guilty to filing a false report and was ordered to pay $18,000 in restitution. Russell has been ordered to pay $50 a month toward that restitution.
