New federal conditions on funding from the National Institutes of Health, or NIH, now require grant recipients to certify they do not promote certain forms of diversity, equity and inclusion, or DEI — a shift which is already delaying the release of grant awards at UC Berkeley. The change, announced in an April 21 policy update, applies to all new, renewal, supplemental and continuation awards. Recipients must certify that their programs do not advance DEI, DEIA, which includes accessibility, or “discriminatory equity ideology” in violation of federal antidiscrimination laws. NIH applicants and grant recipients must also affirm that they do not engage in boycotts of Israeli companies. Following the update, UC Berkeley’s Sponsored Projects Office has paused the release of all NIH Notices of Award — including renewals and noncompetitive continuations — while campus’s legal teams review the policy.
