A federal judge struck down a National Science Foundation, or NSF, policy to limit reimbursements for indirect research costs at 15%, ruling in favor of the University of California and other research universities. In a June 20 decision, U.S. District Judge Indira Talwani declared the NSF policy “invalid, arbitrary and capricious, and contrary to law.” The NSF policy, issued May 2, would have reduced federal reimbursements for indirect research costs — costs that may be necessary but difficult to attribute to specific projects, such as those used to fund building maintenance and support research and administration staff, according to the original complaint.
