High rise pants are great. There are a lot of different reasons you might come to the conclusion that they look great.
1. Principles of proportion. Rule of thirds, golden ratio, from the top to the bottom of your outfit, from the top of your head to the bottom of your feet, proportion with some other garment.
2. Cultural norms. Jeans and sweatpants are usually low rise. Dress pants, fatigues, and ghurka trousers are traditionally high rise. Cords and chinos are traditionally high rise, but those are more open-ended traditions. You might also be part of a subculture or community with more specific norms of proportion.
3. Specific aesthetics and intentional design. Thom Browne suits use relatively low rise trousers because his core aesthetic is "schoolboy who outgrew his suit." Hirofumi Kurino uses lower rises with long sweaters and jackets to give a slouchy, relaxed appearance.
