As the Guadalupe River in Texas began to rise, the National Weather Service issued a series of warnings that should have automatically triggered alerts to be sent to phones. It's unclear whether residents were able to receive the warnings. At least 173 people remained missing as the floods swept through Texas Hill Country, and at least 111 people have died.
