If Bondurant planned to build a road across the middle of Hubbell Realty's property, it would have been nice of it to say so before Hubbell invested in a plan to build multiple apartment buildings right in its path. That, at least, is the view of the Des Moines-based development company, which has filed a lawsuit against the city for allegedly shaking up a multi-million-dollar development project mid-construction with its revised road plan. The lawsuit accuses Bondurant of unilaterally making sweeping changes to an already-approved housing project — allegedly for the benefit of a different developer — that stand to cost Hubbell millions in wasted work and diminished land value.
