In an effort to close a projected budget deficit, Berkeley City Council has made changes to where funding from some voter-passed measures will go. A change that has been incorporated into the city’s budget is the reallocation of $2.5 million of Measure U1 funding from the Small Sites Program to prevent the previously projected $28.9 million general fund deficit. U1 funding, obtained through a general tax, was meant to fund its campaign promise of affordable housing. This included the Small Sites Program, which assists groups in acquiring and refurbishing multifamily housing. The reallocation of Measure U1 funding has been fiercely criticized by Berkeley residents, many of whom feel the city has used the measure’s funding in ways that divert from its intended purpose.
