The Hong Kong Observatory raised its highest-level rainstorm warning at 5.50am and said it would remain in force until at least 3pm. The previous warning was issued at 11.45pm on August 4. The latest black warning was the fourth time in eight days that the observatory issued the signal, as a string of severe weather hit the city.
