Even as Des Moines, Cedar Rapids and other Iowa cities and towns struggled with high nitrate levels in rivers that supply their drinking water, the Trump administration pulled the rivers from a list of waterways targeted for work to cut pollution. The U.S. Environmental Protection Agency’s Region 7 notified the Iowa Department of Natural Resources in July that the agency had rescinded a controversial decision to place seven segments of the Cedar, Des Moines, Iowa, Raccoon and South Skunk rivers on the state’s list of impaired waters because of high nitrate levels. The move came as Central Iowa Water Works faced a water-quality crisis this summer, banning 600,000 Des Moines metro area customers from watering their lawns.
