#OnThisDay 175 years ago, the newly-created Township of Scarborough passed its first ten by-laws. Top priorities for the council, after appointing some officers and establishing a property tax, were two problems: loose livestock, and loose morals. Here are some excerpts from the early legislation. By-Law 2: "Be it enacted by the Municipality of Scarborough that from and after the passing of this By-Law, all and every Bull unruly, or Breechy Cattle, Horses, Rams, Boars, and Swine ... without a ring or wire in the nose, running at large on the public highway or trespassing, shall be liable to be impounded..." By-Law 3: "[I]t shall not be lawful for any person or persons, other than a Licensed Innkeeper, to sell any beer, ale, cider, or other manufactured beverage, in a less quantity than one quart, no part of which shall be drunk on the premises of the person selling the same..."
