After police used helicopters to track Mr. Clark in a modern day posse, they killed him because he was carrying something you have in your hand right now, a cellphone, and their first instinct was to treat it as a weapon. After review, the Sacramento police department revised their policies. This is the wrong order of business. We have to demand, and support those who have long been demanding, reviewing and changing use of force policies before, instead of being reactive and waiting until Black people are killed.
