West Des Moines City Council denied a new liquor license for The Hall in Valley Junction, but its owner still has plans to move forward with a new concept there. City Council members voted 4-1 on Monday, Sept. 15 to deny the application for The Hall, which opened at 111 S. 11th St. in 2017, because of past issues with the applicant, including a previously denied liquor license for another business and an aggravated misdemeanor guilty plea to tax evasion.
