A state appeals court ruled that the Berkeley City Council violated California’s open meetings law, concluding a nearly two-year legal dispute over the city’s closed-door discussions in November 2023 and January 2024. The decision, issued by a three-judge panel in the First District Court of Appeal on Sept. 30, sided with the Berkeley People’s Alliance, or BPA, an advocacy group dedicated to “advancing social, racial, economic, and environmental justice,” according to its website. The court found that city officials had violated the Brown Act, a state law requiring public access to government deliberations.
