Oregon State Penitentiary in Salem — the state’s oldest prison — recorded cellblock temps up to 114° last summer and is one of three Oregon prisons with little or no air conditioning. Officials cite asbestos, lead paint, failing systems, and crumbling buildings as they weigh a replacement that could approach $1 billion by the early 2030s. Roughly 1,900 people live there, including a unit for adults with severe mental illness in windowless cells. The prison’s history includes executions and a 1960s riot that drew national headlines.
