In the second instalment of Who To Call, I feature the homelessness outreach van service that is available by calling 311 in Ottawa. If you see someone sleeping rough or in a tent, you can call 24/7 (anywhere in the city). These workers will check on people, give them survival supplies, transport them to shelter and work with them on getting long-term housing. Just call 311 and ask for the outreach van.
