A group of federal agents was seen detaining an undocumented man in Chicago's Irving Park neighborhood in a scene captured on video by the man's younger brother. ⁠ ⁠ Witnesses -- including the owner of the property where the man was being detained -- can be heard questioning and yelling at the agents, who eventually deployed tear gas canisters in the area. ⁠ ⁠ The chaos unfolded as a Halloween parade was getting underway on the adjacent street.
