The administration cut off funding after October because of the shutdown.
There has been a back and forth in the courts about how much snap funding the federal government may have to fund for November.
The trump administration argues the money may be needed somewhere else.
Republicans say there would not be issues with snap delays if not for democrats, while Dems say the blame is not on them.
