But the protests have been largely peaceful, and the only time Portland police declared the scene in front of the ICE building a riot this year was almost five months ago, on June 14. Nevertheless, federal agents deployed less-lethal munitions on protesters multiple times this fall, leading to allegations from Portland police that they used “disproportionate” force.
