Dustin Logan had planned to step away. After four ½ years on Denison’s City Council, the operations manager at the local ethanol plant said he was ready to spend his son’s high school competitive swimming years on the pool deck and in the stands. Then the ballot for the Nov. 4 city and school elections came out. In the northwestern Iowa city of more than 8,000 people, not a single candidate filed to run for mayor. City and school elections, held in odd years, typically draw fewer voters than even-year cycles with statewide and national positions, even though the winners ultimately decide budgets, tax levies and key city and school positions. Turnout in Logan's race was under 3% of Denison’s roughly 4,000 to 4,500 registered voters, according to Crawford County Auditor Terri Martens.
