Hempstead Town Supervisor Don Clavin was unequivocal after Newsday last month revealed the town had written as many as 80,000 school bus camera tickets without authority. Clavin demanded that BusPatrol, which runs Hempstead’s school bus camera program, “refund all drivers who have been improperly fined.” The 80,000 tickets in question are worth, if paid, $20 million to the program. But more than a year ago, the town amended its contract with BusPatrol, limiting the company’s liability if the town had issued tickets without authority, Newsday found.
