A federal tax law provision that capped deductions for state and local taxes has become a heated political issue in New York State this election season. But the campaign rhetoric by both Democrats and Republicans promising relief belies the complexity of the issue and what, if anything, will be done, political analysts said. The cap is part of the Tax Cuts and Jobs Act enacted in 2017 by a Republican-controlled Congress and signed into law by then-President Donald Trump.
