The California Highway Patrol (CHP) is informing the public about several new public safety laws taking effect on January 1, 2026, following the 2024 legislative session and approval by Governor Gavin Newsom. These measures aim to enhance safety on California roads and in communities statewide.
Key Highlights:
Crimes: Burglary Tools (AB 486) – It is now a misdemeanor to possess key programming devices, key duplicating devices, or signal extenders with intent to commit burglary.
Electric Bicycle & Off-Highway Vehicle Safety (AB 544, SB 586) – Electric bicycles must have a rear red reflector or light at all times. Off-highway electric motorcycles (eMotos) are now classified as off-highway vehicles (OHVs) and subject to related safety and registration requirements.
Pedestrian Safety: School Zones (AB 382) – Local authorities may lower school zone speed limits to 20 mph through 2031. Afterward, school zone speed limits will be automatically reduced to 20 mph where posted.
