🚨 IMPORTANT UPDATE FOR DBE/ACDBE CERTIFIED BUSINESSES 🚨 The U.S. Department of Transportation has issued a major rule change effective October 3, 2025 that impacts ALL Disadvantaged Business Enterprise (DBE) and Airport Concessions DBE (ACDBE) certifications. WHAT CHANGED: • Race and gender are NO LONGER presumptions of disadvantage • ALL currently certified DBE/ACDBE firms must recertify • You must now submit a Personal Narrative demonstrating specific barriers you've faced (lack of financing access, business opportunities, systemic hurdles, etc.) and how they caused financial harm • You must also submit a current Personal Net Worth statement IMMEDIATE IMPACTS: • Goal setting and several program elements are SUSPENDED until reevaluations are complete • Your certifying agency will contact you with instructions for submitting required documentation • All firms will be reevaluated under the new criteria ACTION REQUIRED: If you hold DBE or ACDBE certification, watch for communication fr...
