Iowa House Democrats are proposing a cap on property tax increases at 4% a year and a freeze on the property taxes Iowans 65 and older pay on their homes. House Democrats shared their legislative proposal in a news conference at the Capitol on Monday, Jan. 5, as lawmakers consider ways to cut property taxes, again making it their top legislative priority as they approach the start of the 2026 legislative session Jan. 12 after failing to take action last year. The plan likely won't advance without buy-in from House Republicans, who hold a supermajority of 67 seats in the 100-member chamber.
