Mini Sweet Peppers Baked Ricotta Dip

• 8 oz mini sweet peppers, sliced
• 3 garlic cloves, minced
• 1 cup tomato purée
• 2 tbsp olive oil
• 1 tsp salt
• ¼ tsp black pepper
• ½ tsp oregano
• ¼ tsp chili flakes
• 8 oz ricotta
• 1 cup mozzarella cheese, shredded (divided)
• ½ cup parmesan
• Scallions or parsley, for serving
