The condition of these "Emergency Rescue Beacons" installed and "maintained" by the US Border Patrol in the Sonoran Desert is a clear indication of how one of the largest law enforcement agencies regards human lives. They have a MULTI-BILLION dollar annual budget and yet can't, or choose not to, repair these devices intended to save lives and reduce suffering.
