San Clemente has become the first city in Orange County to approve a plan allowing U.S. Customs and Border Protection to install a high powered surveillance camera along the coast. The camera is designed to detect panga boats used in maritime smuggling. Panga boats are small, open fishing style vessels often used to transport migrants and drugs from Mexico to Southern California beaches. The City Council approved the agreement Tuesday, January 20 in a 3–1 vote, with one member abstaining. The camera will be placed near a water tower overlooking the coastline and operated by CBP. City officials say the system is meant to curb illegal immigration, drug trafficking and human smuggling.
