The family of 67-year-old Florence Miller say last Tuesday she fell on ice at the Whitehall Apartments in Frankford where her mother lives. She died a day later after her sister says she suffered cardiac arrest. This is a Philadelphia Housing Authority Property and the agency says they are looking into this incident.
