STATE OF EMERGENCY: Phillipsburg officials have declared a local state of emergency after sinkholes opened in several areas, including one on Summit Avenue near Lewis Street that has been secured. Summit Avenue is closed from Fillmore Street to Chambers Street, and the Summit–Lewis intersection is fully shut down as police urge people to use detours.
