The U.S. Mint stopped making pennies in November. Businesses have been running into shortages since then. House Bill 4178, which advanced out of its first committee in the Legislature Tuesday, would make an Oregon law that businesses can round to the nearest nickel when giving change. Backers of the bill say it will give clarity to businesses — and avoid the slim but real possibility that they could be sued for cheating customers out of money due. “Nickels add up quickly. Pennies add up quickly, and so we do think that there are real liability concerns,” said Amanda Dalton, who represents the Northwest Grocery Retail Association.
