Iowa Senate Republicans are considering a $123 million one-time tax increase on some health insurance companies to offset a funding shortfall in the state's Medicaid program. The legislation, Senate File 2464, would raise Iowa's tax on health insurance providers known as "health maintenance organizations" from 0.925% to 3.5% between Jan. 1 and Sept. 30 of this year. Beginning Oct. 1, the tax would lower again to 0.95%. That tax increase would allow the state to receive matching federal funds before a provision from the "One Big, Beautiful Bill" kicks in that prevents similar provider tax hikes. The bill cleared a Senate subcommittee on March 3 and passed the full Senate Appropriations Committee March 4 on a 12-7 party-line vote.
