In a wild scene from Westchester County, a man was spotted on doorbell camera video throwing what appeared to be an explosive. Police said they later found dozens of pipe bombs inside his apartment. The FBI arrested 65-year-old Raymond Elders, charging him with manufacturing and possessing improvised explosive devices and storing them in his apartment, as well as detonating some of them over a period of months on a residential street. #nbc4ny #crime #westchester
