Fran was born in 1947 in Oneonta, NY. He served as a Sergeant in the US Army’s 1st Armored Division serving from 1966-1972, during which served and participated in the Vietnam War campaign from 1967-1968. Fran received the RVN Gallantry Cross, Vietnam Campaign Medal, Bronze Star Medal, Army Good Conduct Medal, Vietnam Service Medal, and the National Defense Medal. Once being discharged from the Army. Fran went back to Oneonta where he did a multitude of jobs, eventually landing as an employee of New York State where he worked for 32 years and retired from in 2010. Fran and his wife Jean were married in 1969. They have been married for 53 years, and still reside in Oneonta, NY to this day!
