“There were mistakes made. Some of the criticism on this project, I think, are very fair,” says Toks Omishakin, California’s secretary of transportation. “I don't think the voters fully understood, and neither did we in the public sector, what it was going to take to actually get this project delivered.” Omishakin and Anthony Williams, a California High-Speed Rail Authority board member, are both relatively new to the job, left to answer for their predecessors on the ballooning costs and delays of the state’s high-speed rail project. When construction began, the financing wasn’t in place to complete the rail line, explains Williams. “Let's be real. We had a lot to learn.
