As the CBC (@congressionalblackcaucus) Chair in 1997, Rep. Maxine Waters (@repmaxinewaters) testified at a U.S. Senate hearing in defense of the Oakland Unified School District’s Ebonics policy. The policy attempted to implement a language development program using Ebonics as a bridge to help Black children with English. Rep.
