Ortiz, a frequent receiver of harassment and race related complaints, thought it laughable for him to change his race to 'Black' on his employment application. At the time, Ortiz used the opportunity to not only attempt to mock initiatives used to increase the amount of Black officers, but also leveraged his “new race” for a promotion.⠀ —⠀ At a Miami City Commission meeting Friday, Ortiz said, “I'm a black male.
