HB 475 expands the Alabama Public Service Commission from three members elected statewide to seven members elected by congressional district. The law also creates a secretary of energy position to serve in the governor’s cabinet and oversee the PSC. SB 71 prohibits the state from making environmental regulations that are more stringent than federal rules.  If there is no federal regulation, the state can make a rule only if it can show a “direct causal link” to “manifest bodily harm.” SB 99, signed into law, requires public schools to post the Ten Commandments alongside other historical documents. The Senate also approved a bill to require public schools to offer a student-led prayer and the Pledge of Allegiance. This bill is a constitutional amendment that will be on the ballot in November.
