A popular West Babylon waterfront taco spot has closed after what its owner says was a dispute with Town of Babylon officials, who said the eatery did not have the proper permits. South Swell, a seasonal offshoot of Swell Taco in Babylon Village and located near the Bergen Bay Docks, posted a message on the restaurant's Instagram account Sunday announcing it would not reopen this summer.
